In short, a DBS (Disclosure and Barring Service) check is distinct from a BPSS (Baseline Personnel Security Standard) check. A BPSS check may include a DBS as part of its verification process.

When you apply for a job, you might encounter requests for either a Disclosure and Barring Service (DBS) check or a Baseline Personnel Security Standard (BPSS) check. Given the confusion surrounding this topic, we'd like to clarify the differences.

What is a DBS?

A DBS check is essentially a review of the Disclosure and Barring Service database, which reveals whether an applicant has prior convictions or falls under one of three referral categories. BPSS, on the other hand, is one of four personnel security standards for government employees. The other three are Security Check (SC), Developed Vetting (DV), and Counter-Terrorist Check (CTC). BPSS applies to Civil Servants, Armed Forces personnel, temporary staff, and contractors, ensuring that departments meet the minimum security standards.

You might also encounter these standards in sensitive sectors like communications, energy, and finance, predominantly within government departments rather than private sector companies.

When conducting a BPSS check, the HR representative is responsible for verifying:

  1. Identity
  2. Nationality and Immigration status
  3. Employment history
  4. Unspent criminal conviction records
  5. Employment gap verification

While a DBS check could fulfill the fourth aspect of this requirement, it doesn't encompass the other four items on the list.

A useful analogy to differentiate between a DBS and a BPSS is to think of a toolkit and a hammer. The hammer can be a part of the toolkit, but it isn't the entire toolkit as other components are necessary.

To extend the analogy, imagine the task of removing a nail. You might use a hammer for this purpose, or you could opt for a different tool like a set of pliers.

Similarly, a DBS can serve to check for unspent convictions, but alternative methods, such as the Scottish equivalent, Disclosure Scotland, could also be employed.

As long as the individual remains employed by the same company then the BPSS can be kept in place indefinitely. This is also true if the person leaves their service but returns within a year. Where people transfer between companies then the new employer can in some circumstances accept an existing BPSS but given that employers are legally required to carry out most of the elements including ID, right to work and immigration status checks then it makes sense to simply get the whole thing done again and will usually be quicker. For foreign nationals, parts of the BPSS are covered under immigration and right to work legislation. This means that although the BPSS as a whole remains in place, employers need to check the immigration status of the person concerned before their existing right to work expires or every twelve months, whichever is sooner.
